{"id":44739,"date":"2026-05-20T19:02:06","date_gmt":"2026-05-20T10:02:06","guid":{"rendered":"https:\/\/pacificposts.com\/?p=44739"},"modified":"2026-05-20T19:02:06","modified_gmt":"2026-05-20T10:02:06","slug":"disg-a-japan-asean-economic-cooperation-platform-launched-during-the-covid-19-pandemic-masuo-kuremura-former-executive-secretary-to-the-minister-of-economy-trade-and-industry-appointed-chairman","status":"publish","type":"post","link":"https:\/\/pacificposts.com\/?p=44739","title":{"rendered":"DISG A Japan-ASEAN Economic Cooperation Platform Launched During the COVID-19 Pandemic Masuo Kuremura, Former Executive Secretary to the Minister of Economy, Trade and Industry, Appointed Chairman"},"content":{"rendered":"<p>In September 2025, Masuo Kuremura, formerly<br \/>\nExecutive Secretary to the Minister of Economy, Trade and Industry, was<br \/>\nappointed Chairman of the \u201cDialogue for Innovative and Sustainable Growth<br \/>\n(DISG),\u201d a platform dedicated to advancing practical economic cooperation<br \/>\nbetween ASEAN and Japan.<\/p>\n<p>In the same month, the Government of Japan introduced<br \/>\na new policy framework for cooperation with ASEAN, clearly defining a<br \/>\n\u201cCo-Creation\u201d approach built on four pillars:<\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\nSupply Chain Resilience,<\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\nDigital Investment,<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\nPromoting Innovation, and<\/p>\n<p>4.\u00a0\u00a0\u00a0\u00a0\u00a0<br \/>\nAZEC(Asia Zero Emission<br \/>\nCommunity) \/ Transition.<\/p>\n<p>With the participation of 13 economic<br \/>\norganizations across ASEAN, DISG will play a central role in accelerating the<br \/>\ndevelopment and execution of concrete public-private partnership projects aligned<br \/>\nwith these four pillars.<\/p>\n<p>\u00a0<\/p>\n<p>*<b>What is DISG?<\/b><\/p>\n<p>DISG is a platform for dialogue,<br \/>\nestablished following the Japan-ASEAN Economic Ministers\u2019 Meeting in 2020, aimed<br \/>\nat advancing Japan-ASEAN economic cooperation from \u201cconcept\u201d to \u201cexecution\u201d<br \/>\nunder a shared co-creation vision.<\/p>\n<p>In response to the challenges of the<br \/>\nCOVID-19 pandemic, ASEAN and Japan recognized the need for deeper<br \/>\ncollaboration, leading to the launch of DISG.<\/p>\n<p>Focusing on priority areas such as digital<br \/>\ntransformation, green initiatives, and industrial development, DISG showcases<br \/>\nthe latest Japan-ASEAN cooperation projects, while convening experts from the<br \/>\nprivate, academic, and public sectors to generate actionable new partnership<br \/>\nopportunities.<\/p>\n<p>DISG also collaborates closely with 13<br \/>\neconomic organizations, including the Japan External Trade Organization (JETRO)<br \/>\nand the ASEAN Business Advisory Council (ASEAN-BAC), channeling real-world<br \/>\nbusiness challenges and project proposals into policy recommendations submitted<br \/>\nto the Japan-ASEAN Economic Ministers\u2019 Meeting (AEM-METI).<\/p>\n<p>This integrated public-private PDCA cycle linking<br \/>\npolicy and business in a continuous loop and enabling rapid, high-impact<br \/>\nexecution is a defining feature of DISG.<\/p>\n<p>\u00a0<\/p>\n<p>*<b>Background: Japan\u2019s \u201cCo-Creation\u201d Approach with ASEAN<\/b><\/p>\n<p>In the 1970s and 1980s, Japan primarily viewed<br \/>\nASEAN as a manufacturing base, supporting industrial development through production.<\/p>\n<p>Today, ASEAN has evolved into a dynamic<br \/>\ngrowth market, where addressing social challenges such as ESG and the SDGs generates<br \/>\nglobally shared value.<\/p>\n<p>The era of one-way support has passed. We<br \/>\nare now entering a new phase in which Japan\u2019s technological strengths and<br \/>\nASEAN\u2019s growth potential and market scale are combined to co-create value.<\/p>\n<p>Against this backdrop, the Government of<br \/>\nJapan has repositioned its relationship with ASEAN as one of \u201cCo-Creation.\u201d<\/p>\n<p>\u00a0<\/p>\n<p>*<b>Four Key Directions for Future Cooperation<\/b><\/p>\n<p><b>1. Strengthening Supply Chains<\/b><br \/>\n<i>(Establishing resilient and self-reliant<br \/>\nmanufacturing bases)<\/i><\/p>\n<p>Amid ongoing U.S.-China economic tensions<br \/>\nand tariff negotiations, traditional approaches, such as rerouting low-cost<br \/>\nexports through ASEAN, are becoming less effective.<\/p>\n<p>For ASEAN economies, upgrading domestic<br \/>\nindustries is now a critical priority. From an economic security perspective,<br \/>\nbuilding self-reliant supply chains has become an urgent imperative.<\/p>\n<p>Strengthening manufacturing capabilities, from<br \/>\nupstream processes such as rare earths and rare metals to final-stage<br \/>\nproduction, is essential. However, achieving this independently remains<br \/>\ndifficult.<\/p>\n<p>Along with like-minded partners, Japan will<br \/>\nsupport ASEAN in building truly autonomous supply chains through collaboration<br \/>\nand shared resources.<\/p>\n<p>\u00a0<\/p>\n<p><a><\/a><b>2. Digital Investment<\/b><\/p>\n<p>Large-scale investments by hyper-scalers<br \/>\n(major data center operators) are expanding across ASEAN. At the same time,<br \/>\nthere is a growing recognition that smaller, locally-optimized large language<br \/>\nmodels (LLMs) may better meet regional demand and societal needs.<\/p>\n<p>Reliance on computing resources<br \/>\nconcentrated in a small number of major powers presents risks from an economic<br \/>\nsecurity standpoint.<\/p>\n<p>Japan\u2019s strength lies in its comprehensive ecosystem,<br \/>\nfrom AI application developers to companies capable of building LLMs, as well<br \/>\nas foundational semiconductor technologies. This positions ASEAN countries to<br \/>\npartner with Japan in developing independent computing capabilities as a credible<br \/>\nalternative.<\/p>\n<p>\u00a0<\/p>\n<p><a><\/a><b>3. Promoting Innovation<\/b><\/p>\n<p>DISG was designed to bring private-sector<br \/>\ndynamism directly into the policymaking process.<\/p>\n<p>A flagship initiative is the \u201cFast Track<br \/>\nPitch,\u201d an open innovation platform where leading Japanese corporations,<br \/>\nstartups, and ASEAN companies collaborate to develop solutions to<br \/>\nregion-specific social challenges.<\/p>\n<p>This approach is already delivering<br \/>\ntangible results, including Japanese companies addressing expansion challenges<br \/>\nin ASEAN through partnerships with local startups.<\/p>\n<p>In FY2025, events were held in Singapore,<br \/>\nVietnam, Malaysia, and Indonesia.<\/p>\n<p>\u00a0<\/p>\n<p><a><\/a><b>4. AZEC \/ Transition<\/b><\/p>\n<p>A rapid, European-style green transition<br \/>\ncannot be applied to Asia without adaptation.<\/p>\n<p>In ASEAN, where economic growth continues, maintaining<br \/>\na stable energy supply to support daily life and economic activity remains<br \/>\nessential. Balancing carbon neutrality with energy security is therefore a central<br \/>\nchallenge.<\/p>\n<p>A pragmatic approach is required. One that<br \/>\ncombines Japan\u2019s strengths in advanced technologies such as hydrogen and<br \/>\nammonia with gas-fired power generation and energy efficiency solutions to<br \/>\nreduce overall energy demand.<\/p>\n<p>Japan will contribute tailored energy<br \/>\ntransition solutions that reflect ASEAN\u2019s specific circumstances.<\/p>\n<p>\u00a0<\/p>\n<p>&#8212;<b>Comment<br \/>\nfrom DISG Chairman Masuo&#8211;<\/b><\/p>\n<p><b>Masuo<br \/>\nKuremura<\/b><br \/>\nChairman, DISG (Japan-ASEAN Economic and Industrial Cooperation Committee),<br \/>\nMETI\/Executive Director, JETRO Singapore<\/p>\n<p>Born in 1976. Graduated from the Faculty of<br \/>\nLaw, University of Tokyo.<\/p>\n<p>Joined METI in 2002. Held key roles<br \/>\nincluding Executive Secretary to the Minister of Economy, Trade and Industry,<br \/>\nDirector of the Industrial Finance Division, and Director of the Aerospace,<br \/>\nDefense and Space Industries Division.<\/p>\n<p>Currently serves as Executive Director of<br \/>\nJETRO Singapore. Since July 2025, he has taken on his current role, overseeing<br \/>\nASEAN and the broader APAC region from Singapore and leading new Japan-ASEAN<br \/>\npublic-private economic cooperation initiatives.<\/p>\n<p>\u201cWhile \u2018country-first\u2019 policies are gaining<br \/>\nmomentum globally, Japan has long developed alongside the international<br \/>\ncommunity through a rules-based free economic system and frameworks such as<br \/>\nCPTPP and RCEP.<\/p>\n<p>For ASEAN to sustain its growth, it is<br \/>\nessential to uphold these frameworks for free trade and investment, and Japan<br \/>\nwill continue to actively support and promote them.<\/p>\n<p>Japan\u2019s strength lies in its reliability-delivering<br \/>\non its commitments-and in providing high-quality solutions that create lasting<br \/>\nvalue for partner countries. Rather than focusing on short-term costs,<br \/>\npartnering with Japan offers significant long-term benefits in addressing<br \/>\nsocial challenges and enhancing productivity.<\/p>\n<p>Addressing local challenges through Japan-ASEAN<br \/>\ncooperation ultimately contributes to solving global challenges. It is not only<br \/>\nlarge corporations, but also startups with new technologies and innovations,<br \/>\nthat will shape the future.<\/p>\n<p>By integrating the startup ecosystems of<br \/>\nJapan and ASEAN, we can build a new model of capitalism-one that balances<br \/>\neconomic growth with the resolution of social challenges, rather than relying<br \/>\nsolely on large-scale financial incentives.<\/p>\n<p>I hope that young people will bring their<br \/>\nideas and technologies to this effort and help create a new model that can lead<br \/>\nthe world.\u201d<\/p>\n<p>To date, DISG has primarily operated<br \/>\nonline.
